Dr. Rick Shinto Is The Mover And The Shaker Of InnovaCare Health.


Shinto attended the University of California at Irvine and earned his Bachelor of Science degree. He then graduated from the State University of New York at Stony Brook and received his degree in medicine. The University of Redlands granted him an M.B.A.

Dr. Shinto held the position of Corporate Vice President of Medical Management for MedPartners in 1996-1997. He has served as Chief Medical Officer Cal Optima Health Plan in Orange County, California. Dr. Shinto was the Chief Operating Officer and Chief Medical Officer for Medical Pathways Management Company. Dr. Shinto served as Chief Medical Officer of NAMM California and CEO of Aveta Inc. In 2012 Dr. Shinto received the 2012 Ernst & Young Entrepreneur Of The Year in the New Jersey. He is the current CEO of InnovaCare Health Plan Branch in Puerto Rico.

Dr. Shinto selected Jonathan Meyers for the position of Chief Actuary Officer, Penelope Kokkinides for Chief Administrative Officer, and Mike Sortino for the Chief Accounting Officer for InnovaCare. He is impressed with their past accomplishments in their chosen fields. This spectacular trio has more than 60 years of knowledge between them and experience with getting innovations off the drawing board and put into action. Their skills are perfect for keeping abreast the demand of constant change in the healthcare field.

InnovaCare made a planned strategic move acquiring First+Plus Medicare Advantage. The expansion will enable the members to receive more services. All the First+Plus Medicare Advantage members will be able to have access to retail discounts, community exercise programs, and exclusive members’ centers from MMM Healthcare.

The Puerto Rico branch of InnovaCare has more than 7,500 providers and 190,000 members of PMC Medicare Choice LLC and MMM Healthcare LLC. The NCQA accredited health plans are meeting the needs of their members. Dr. Shinto and his new team will provide cost-effective plans and services, and increase the quality of health care.

InnovaCare is a partner of the Health Care Payment Learning and Action Network called LAN. The department of Health and Human Services introduced LAN in March 2015.
The payment methods for InnovaCare are getting a facelift with the Alternative Payment Models on how payments are made to the healthcare system.

This method of payment will stretch across public and private healthcare.

Penelope Kokkinides, Chief Administration Officer, is a team player on any project where she is a participant. She is assisting in the implementation of the APM’s to make the transition smooth for InnovaCare Health.

Dr. Shinto and the new members of the InnovaCare Team had designed a landscape to move the managed healthcare industry forward using advanced technologies.
